Insights commits to advancing practical, integrated approaches to labor market and skills intelligence that make existing and emerging data more timely, accessible and actionable for workforce and economic development decisions. Insights will work with public institutions, employers, education and training providers, researchers and development partners to integrate survey, administrative and private-sector data; strengthen analysis of changing skills and occupations; and responsibly apply AI and advanced analytics. The commitment will begin in Palestine and the broader Middle East, with approaches designed for adaptation in other fragile and transition contexts.
Labor market and skills data in fragile and transition contexts are often fragmented across institutions, surveys, administrative systems and private-sector sources, while rapid economic and technological change can quickly make conventional data outdated. These challenges are particularly acute where conflict, displacement and institutional constraints disrupt data collection and labor markets. As a result, governments, employers, education and training providers, and development partners often lack timely, integrated intelligence on changing occupations, skills demand and workforce needs. At the same time, advances in AI and new data sources create opportunities to strengthen workforce intelligence, but require practical approaches that are transparent, context-appropriate and grounded in reliable data.
Insights will develop, apply and share practical approaches for transforming fragmented labor market and skills data into actionable workforce intelligence. Activities will include integrating multiple data sources; developing indicators and analytical frameworks for identifying changing occupations and skills demand; applying AI and advanced analytics where appropriate; strengthening engagement between data producers, employers and decision-makers; and translating analysis into tools and recommendations for policy, education, training and workforce development. Over two years, Insights aims to apply or pilot integrated workforce-intelligence approaches through at least two initiatives or contexts; develop and share at least two reusable tools, frameworks or methodologies; and contribute to at least two exchanges among government, employers, education and research stakeholders.
Insights will conduct an annual internal review of progress against the commitment and document key activities, outputs and lessons learned. We will share initial progress and learning through the Commit to Data network and provide a progress update in 2027, with a final self-assessment at the end of the commitment period in 2028.
